Mandate None of these functions are specifically attributed to the Committee. Instead, they fall under the purview of the Executive, which exercises these functions through its various departments. The main functions of the Committee are: to consider demands for grants of the related ministries/departments and report thereon; to examine bills pertaining to the related ministries/departments referred to the Committee by the Chairperson or the Speaker, as the case may be, and report thereon; to consider the annual reports of the ministries/departments and report thereon; and to consider national basic long-term policy documents presented to the Houses, if referred to the Committee by the Chairperson or the Speaker, as the case may be, and report thereon. Accordingly, the Committee is competent to examine the policies/programmes of the Ministry of Commerce & Industry, which comprise two Departments, dealing with matters concerning international trade and the relevant international bodies.
Membership The Committee is composed of 31 members, including its Chairperson. They are nominated by the Chairperson/Speaker from the Members of both the Houses for a one-year term.
Working methods In addition to examining requests for grants of the Departments under the Ministry of Commerce & Industry, the Committee selects subjects for examination and relevant bills may be referred by the Committee Chair. The proceedings are confidential until submission of the report. The Committee is empowered to organize hearings or to summon government officials. Decisions are taken by consensus. Implementation of Committee recommendations is followed-up with the concerned Department(s). Principal sources of information are the Department(s) concerned, relevant papers and other published documents, etc. The Committee presents reports to the Houses.
Relations with other parliamentary bodies Not available
Relations with external bodies The Committee, though its report, may make strong recommendations to government. It often interacts with cross-sections of society in respect of matters concerning them, as well as in respect of the matters brought before it. It is not customary for members of the Committee to attend major intergovernmental negotiating forums, such as WTO ministerial conferences, as part of official national delegations.
Subjects dealt with So far the Committee has considered the following issues concerning WTO and submitted reports thereon: Dunkel Draft Text proposals, India and the WTO and WTO issues.
